摘　　要：从省、市级规划管理信息系统差异入手,分析省级城市规划管理信息系统建设的难点并提出事权统一、标准统一、建用统一的解决思路。同时,结合福建省城市规划管理信息系统建设实践,从建设内容、系统架构等方面介绍省级城市规划管理信息系统建设的具体做法,并分析当前结构改革背景下,从技术体系、应用体系、标准体系等方面展望省级城市规划管理信息系统建设的应变思路。This article focuses on information-technology-based urban planning and management system（ ITUPs）. The horizontal dimension embedded in the system requires reciprocal feedback between regions and municipalities,while this multilevel cooperation is impeded by data deficiency,inadequate approaches of data migration,less transparency of information exchange and inadequate development of planning-related technology. In this article,Fujian Province is taken as an example to demonstrate the workflow of framing data and application structure,building content and practical usage of an ITUPs. Fujian ITUPs is constructed based on data structure with standardized quality control. Additionally,the system is equipped with an integrated application system and is currently operating with consistent maintenance. The remainder of this article concludes the lessons learned from structural reform in urban development industry. The author eventually provides an integrated solution to improve the systems＇ functional comprehensiveness and consistency. Overall,techniques,practices,rules and standards involved in the constructing procedure are the main concerns for the future development of ITUPs.
