基于MOLA方法的重点生态功能区“城镇、农业、生态”空间分区研究——以神农架林区为例

摘　　要：随着人口增长和城市化进程的加快,各类土地利用竞争不断加剧,尤其是在承担着生态保护任务的重点生态功能区,生态保护与经济发展之间的矛盾日趋严重。基于主体功能区划的"城镇-农业-生态"空间分区是减少各类土地利用竞争冲突和提供决策机会的重要手段。以神农架林区为例,以土地利用现状及相关规划为基础,采用多准则评估(MCE)和多目标土地分配(MOLA)方法划分出神农架林区"城镇-农业-生态"空间。结果表明:林区城镇发展、农业生产、生态保护空间的比例约为0.73∶1.92∶97.35,其中农业生产空间集中分布于阳日镇西北部和东南部、木鱼镇东部;城镇发展空间主要分布于松柏镇东南部、阳日镇中部、新华镇中部和木鱼镇西北部;生态保护空间广泛分布于整个林区范围。MOLA方法在重点生态功能区空间分区中具有一定的理论意义和实际应用价值。With the acceleration of population growth and urbanization, competition in various types of land use continues to intensify, especially in the key ecological functional areas bearing the task of ecological protection. Besides,the contradiction between ecological protection and economic development is becomingserious. The spatial zoning of Urban Agriculture Ecology（UAE） based on the main function divisions is an important approach to reduce the competition conflicts of various kinds of land use and to provide an opportunity the methods for policy making. Taking Shennongjia Forest Area（SFA） as an example, this paper, through of multi criteria evaluation （MCE） and multi objective land allocation （MOLA） , aims to divide the ecological function areas of ＂Urban Agriculture Ecology＂ based on the land use status and related planning. The results are shown as follows： the spatial proportion of urban development, agricultural production and ecological protection in forest region was about 0. 73 ： 1. 92 ： 97. 35, among which the agricultural production zoning was mainly distributed in the northwest and southeast of Yangri Town and the eastern part of Muyu Town ;the urban development one is mainly in the southeast of Songbai town,the central part of Yangri town,the central part of Xinhua town and the northwest of Muyu town;and the ecological protection one is widely located in the entire forest area. Thus, MOLA method has certain theoretical significance and practical application value in the spatial zoning of key ecological functional areas
