摘　　要：村级土地利用规划作为详细型和实施型规划,对完善我国土地利用规划体系具有重要的理论和现实意义。由于尺度变化,村、镇两级规划的编制要求与侧重点均有差别。主要从规划图件成果和空间数据表达的角度,对比两级规划的差异。将湖南省宁远县天堂镇百步岭村作为案例进行实践论证,针对编制过程中产生的诸如各类图形界线不吻合、属性不一致等问题进行分析,从成果的可靠性和上下规划的协调性对数据质量进行控制。研究成果为村级土地利用规划编制的全面展开和统筹协调不同尺度的规划实施管理提供有效参考。As detailed and pr 1 planning, village land use planning has important theoretical and differences in the compilation requirements and emphasis between village and town planning. Thus, this paper aims to compare the differences between the two levels of pl achievements and spatial data representation. Taking Baibuling vill annlng age, Ti from the perspective of plan map ant Hunan province as a case study, specific problems such as the inconsistency ang of town,Ningyuan county in various graphic boundaries and attributes were analyzed during the compilation of land use planning. Then, data quality was controlled in terms of the reliability of the results and the coordination of upper and lower planning. The results couldprovide an effective reference for carrying out the village land use planning and coordinating the planning implementation management at different scales.
