全球经济格局新特点与“一带一路”倡议的意义

摘　　要：文章在梳理二战后两级与多级经济格局下区域经济合作特点的基础上,归纳出当前全球经济格局的新特点,包括:竞争与合作的主体由美欧日转向美中、空间上由大西洋转向太平洋、层阶上由国家间转向区域间、目的由经济收益转向综合收益。根据全球经济格局的变革,我国也应随之转变发展思路:首先,提升大国实力,缩小国内区域发展差距,构建东西并重和海陆兼顾的开放格局;其次,树立大国心态,扩大对外开放,注重提高综合收益;再次,彰显大国姿态,培育新的增长极,助推世界经济共赢;最后,担负大国责任,推动国际区域经济合作,优化全球经济治理体系。因此,提出"一带一路"倡议意义重大,这是我国协调区域经济发展、构建全方位开放格局的重要策略,是我国扩大对外开放、寻获综合收益的有效载体,是我国培育新的增长极、助推世界经济合作共赢的宏伟措施,是我国加强区域经济合作、优化全球经济治理体系的重大举措。Based on the characteristics of regional economic cooperation under the bipolar and multi-polar economic structures after the Second World War, the new features of the current global economic structure are summarized in the paper. Faced with these changes in the global economic structure, China has also changed ideas of development. First of all, it is necessary to enhance the power of the country, narrow the development gap among domestic regions, and build an open setup that combines both eastern and western parts of the country. Secondly, it is also necessary to show the attitude as a major power, expand its reform to open to the external world, and pay attention to improving comprehensive profits. Thirdly, it is necessary to demonstrate the stance as the great power, to cultivate new growth poles and to boost the win-win situation of world economy. Lastly, China will fulfill responsibility as a major power, promote economic cooperation in the international regions, and help to optimize the global economic governance system.Therefore, it is of great significance to propose the Belt and Road Initiative. The Initiative is an important strategy for China＇s coordination of regional economic development and construction of an all round open pattern. The Initiative is an effective carrier for China to expand the opening-up and seek comprehensive returns as well. The Initiative is a grand measure for China to cultivate new growth poles and boost the win-win of world economic cooperation, and a prominent step for China to strengthen regional economic cooperation with optimizing the global economic governance system.
