摘　　要：近年来,PPP模式引发世界各国广泛关注,并在实践中得到了广泛运用。但由于传统的政府垄断性地位而引发众多冲突,致使PPP项目的绩效成果受到严重的负面影响。因此政府需要转变角色,正确界定自身的职能定位,确保私人部门的合法权益不受侵犯。In recent years,the PPP mode has attracted worldwide attention and has been widely applied in practice. However,many conflicts have arisen owing to the traditional government monopoly,resulting in a serious negative impact on the performance of PPP projects. Therefore,the government needs to transform its role,define its function correctly,so as to ensure that the legitimate rights and interests of the private sectors are not violated.
