民初国内舆论中的外蒙古独立风波——以西北协进会活动为镜

摘　　要：民国初立,外蒙古在沙俄鼓动下寻求独立。而此时国内自由结社及新闻出版行业呈现井喷式发展势头,各类政治党派、社会团体大量成立,新式杂志报刊亦是雨后春笋般出现。关心边务的政治家们创办西北协进会及《西北杂志》。这部杂志仅发行五期,但其视角观点鲜明,涵盖内容丰富,可以借此考察民初边疆局势发展、分析国内舆论态度,亦为了解协进会运行状况提供一个侧面。In the early Republic of China,Outer Mongolia sought its independence under the encouragement of Russia.At this time,the free associations and the press publishing industry in China were experiencing a spurting development,a large number of political parties and social organizations were established,and new magazines and newspapers mushroomed.Politicians who cared about the border created the Northwest Alliance Council and The Northwest Journal.The magazine issued only five issues,which,however,had bright perspectives and rich contents to investigate the development of the frontier situation in the early Republic of China,analyze the attitude of domestic public opinions,and also provide a profile for understanding the running status of the Northwest Alliance Council.
