中部地区市场化生态补偿机制建设路径探析

摘　　要：生态补偿机制是以保护生态环境,促进人与自然和谐发展为目的,建立健全中部地区市场化生态补偿机制对深入实施中部地区崛起战略具有重大意义。本文从中部地区的流域、森林、矿产资源和自然保护区四个方面对生态补偿机制现状特征进行分析,探析生态补偿机制市场化问题并提出具有操作性的政策建议:1、完善市场化生态补偿的相关法律法规;2、引入市场化激励机制,完善生态补偿的市场化运作模式;3、加大市场化生态补偿投入力度;4、加强组织领导和监督检查。The ecological compensation mechanism aims to protect the ecological environment, promote the harmonious development of human being and nature, establish and perfect the market-based ecological compensation mechanism, which is of great significance for the in-depth implementation of the strategy for the rise of the central region.This article analyzes the status quo of ecological compensation mechanism from the aspects of basins, forests, mineral resources and nature reserves in the Central region, discusses the marketization of ecological compensation mechanisms,and proposes operational policy recommendations： 1. improving the laws and regulations for market-based ecological compensation; 2. introducing incentives to improve the market-based operation model of ecological compensation; 3.increasing investment in market-oriented ecological compensation; 4. strengthening governance and supervision.
