后农业税时代我国乡村治理困境与振兴路径

摘　　要：我国的农业税费改革,其初衷旨在减轻农民赋税负担、激发乡镇政府活力,推进乡镇政府从"汲取型"向"服务型"转变。农业税费改革是我国对乡村治理现代化的有益探索,但我国乡村治理因其自身特殊性和其他复杂社会文化因素的制约,在后农业税时代的转型发展过程中仍存在一些现实问题:乡镇政府日常运转、传统乡村自治模式、乡村公共物品供给及乡村发展普遍陷入"内卷化"困境。分析其缘由有以下几个方面:乡镇财权、事权失衡致使其日常运转失灵;乡村"空心化"致使传统乡村自治模式日渐式微;村民缺乏利益表达渠道致使乡村公共物品供给梗阻;地方灰黑势力抬头及造血扶贫不力致使乡村振兴进展缓慢。因此,我们要调整中央—地方财权和事权,完善乡镇财税体制;重塑乡村共同体,提高乡村自身吸引力,引导人才回流;优化乡村公共物品供给思路,提倡合作型供给模式;提供农民自身"造血"能力,进一步打通资源与农民之间的直接通道。On January 1, 2006, China announced the abolition of the agricultural tax collection system which had been in place for thousands of years, after which the tern1 of ＂post-agricultural tax era＂ has been coined by Chinese academia. The original intention of the reform of agricultural taxes and fees in China was to lighten the tax burden of farmers, stimulate the vitality of township governance, and promote the transformation of township governance from ＂ahsoqotive＂ to ＂service-oriented＂. The reform of agricultural taxes and fees is a beneficial move for the modernization of rural governance in China, but China＇ s rural governance at present is restricted by its own parlicularity and other complicated social and cultural factors. There are still some practical problems to be addressed in the process of transformation and development of China＇ s rural areas in the ＂postagricultural tax era＂. By analyzing the predicament of rural governance in the ＂post-agricultural tax era＂ and the deep reasons behind it, the paper puts forward feasible ways of optimizing rural governance and rural development in the ＂new era＂ when rural revitalization becomes a buzzword after the 19th National Congress of the Communist Party of China.
