摘　　要：国有林区在我国生态建设和森林资源培育总体布局中具有极其重要的战略地位。文章从历史演进过程、现实情况分析论述了国有林区改革发展的内在逻辑以及当前进行改革的必然性，同时从马克思主义基本原理和经济学理论两个角度分析了国有林区改革决策的价值取向和学理依据。进一步以国有林区改革目标为基础进行分析，指出民生改善是国有林区改革的重点和难点，着重论述了改善民生与保护生态、改善民生与当前国有林区改革动力激发的关系和意义。最后，针对国有林区民生改善提出具体建议。State-owned forest regions play an extremely important strategic role in the overall layout of ecological construction and forest resources cultivation in China. This paper analyzed the inherent logic of the development of the state-owned forest regions and the inevitability of the current reform through the analysis of the historical evolu- tion process and reality. At the same time, it analyzed the value orientation and the academic basis of the reform de- cision of the state-owned forest regions from the two angles of the basic principle of Marxism and the economic theory. On the basis of the goal of the reform of the state-owned forest regions, it pointed out that the improve- ment of the people＇s livelihood has been the key and difficult point of the reform of the state-owned forest regions. The relationship and significance of improving people＇s livelihood and protecting the ecology, improving the liveli- hood of the people＇s livelihood and the dynamic stimulation of the current state-owned forest regions reform were emphaticaUy discussed. Finally, specific suggestions were put forward for the improvement of people＇s livelihood in forest regions.
