摘　　要：约翰·斯图亚特·密尔一方面强调个人自由及其基本价值,另一方面,又主张以社会的发展和进步作为目的,并以功利主义作为理论建构的首要原则,从而呈现出两张不同的面孔。密尔在个人与社会之间呈现出来的理论及其争论,也为现代政治理论和法学理论所继承,关于个人与社会之关系的问题及其思考仍然会持续下去,很难说有一个最终的答案。On the one hand, John Stuart Mill emphasizes individual freedom and its basic values. On the other hand, he also advocates the social development and progress as the ultimate goal, and takes the principle of utilitarianism as the most important one,thus presenting two different faces. The controversies that Mill presented between the individual and the society are also inherited by modern political theory and legal theory. The issues concerning the relationship between individuals and society will continue to be thought. It is hard to say that there is any final answers.
