摘 要:科技成果转化阶段之间的协同是我国高校发展在新时代面临的挑战。基于创新链视角,将高校科技成果转化分为研究创造和科技价值产生阶段,运用网络数据包络分析(DEA)模型评价2012—2017年我国28所研究型大学科技成果转化效率。研究发现:28所大学科技成果转化的总体效率取得一定进步,研究创造阶段整体效率较高,但科技价值产生阶段效率严重偏低;研究期间28所大学总体上呈现研究创造效率持续提升而科技价值产生效率有所下降的趋势,导致科技成果转化整体效率稍有下降。我国各所大学的技术成果转化优势和短板不同,提出应结合自身特点制订相应改进措施。The coordination between the stages of transformation of scientific and technological achievements is a challenge to the development of colleges and universities in China in the new era. Based on the perspective of innovation chain, the transformation of scientific and technological achievements in colleges and universities is divided into the stages of research creation and scientific and technological value generation, evaluates the conversion efficiency of the whole stage and the sub-stage of the scientific and technological achievements of 28 research universities in China from 2012 to 2017, by using DEA model. The study found that, the overall efficiency of the transformation of scientific and technological achievements of 28 universities has made some progress, the overall efficiency of the stage of research and creation is high, but the efficiency of the stage of producing the value of science and technology is on the low side; during the period of the study, 28 universities showed a trend of the efficiency of research creation continues to improve, but the efficiency of scientific and technological value generation decreases, which led to a slight decline in the overall efficiency of scientific and technological achievements transformation. The technical achievements of Chinese universities are different in terms of their advantages and disadvantages, and the corresponding improvement measures should be made according to their own characteristics.
