摘　　要：习近平新时代开放型经济思想是习近平新时代中国特色社会主义思想的重要组成部分,是开放经济领域马克思主义政治经济学的最新成果。这一思想是在世界处于大发展大变革大调整、中国特色社会主义进入新时代的关键时期诞生的思想理论,是适应全球化变革新趋势和开放型经济实践的理论结晶。其科学内涵是由相互支撑的"5个新"构成的有机整体:提出发展更高层次的开放型经济新理念;发起"一带一路"新倡议;推动形成全面开放新格局;建立更加开放、包容、普惠、平衡、共赢发展的新机制;确定构建人类命运共同体新目标。习近平新时代中国特色社会主义开放型经济思想不仅为我国进一步发展更高层次开放型经济、实现中华民族伟大复兴的中国梦提供了行动指南,而且是当代国际政治经济学研究的重大理论命题,更为构建人类命运共同体、推动人类迈向共同繁荣的崭新时代注入了强大动力。Xi Jinping＇s Thought on open economy is an important part of Xi Jinping＇s Thought on Socialism with Chinese Characteristics for a new era and the latest achievements of Marxist Political Economics in the field of open economy. As the theoretical crystallization of adapting to the new trends of globalization reform and open economic practices,the Thought is an ideological theory born at a critical period when the world has been in a period of major development,major changes and adjustments and when socialism with Chinese characteristics has entered a new era. Scientific connotation of the Thought is an organic whole composed of＂five new＂mutually supporting aspects： developing a new concept of open economy at a higher level,launching a new initiative of ＂the Belt and Road＂,promoting the formation of a new pattern of all-round openness,establishing a new mechanism for more open,inclusive,encompassing,balanced,and win-win development,and establishing new goals for the construction of a community of human destinies. Xi Jinping＇s thought on socialist open economy with Chinese Characteristics in a new era has not only provided a guide for China＇s further development of a higher-level open economy and the realization of the Chinese dream of a great rejuvenation of the Chinese nation,but also is a major theoretical proposition for the study of contemporary international political economy,and even injects a powerful new impetus into a new era for building a community of human destiny and promoting humanity towards common prosperity.
