云南少数民族贫困地区生态文明建设的关键因素研究

摘　　要：生态文明建设关键因素的遴选有助于少数民族贫困地区集聚有限的资源,在保护其脆弱的生态环境的同时,高效开展生态文明建设。根据少数民族贫困地区的特点,构建了少数民族贫困地区生态文明建设评价指标体系,运用BP法计算直接关联矩阵,再用DEMATEL法计算中心度和原因度,然后根据摆幅置权法计算综合重要度,最后借鉴二八定律将影响因素指标中综合重要度较高、出现频次较多的因素确定为关键因素。选择云南8个典型的国家级少数民族贫困自治县进行实证分析。结果表明,少数民族贫困地区生态文明建设的4个关键因素为二氧化硫排放量、单位地区生产总值能耗、初中毛入学率、贫困对象人口下降率。从生态文明意识、行为、制度三方面提出了建设措施。The purpose of this paper is to select the dominant factors in the ecological civilization construction,in helping those areas to concentrate the limited resources in the poor national minority clustered areas on working their way to get better off. In this paper,8 typical counties have been chosen as the research objects. Practically speaking,the 8 counties are not only being the national minority poor ones,but also the ethnic autonomous ones lack of qualified talents and available material resources.Part of reason is that they are sparsely scattering over the landscape from the north to the south of the whole province. In accordance with the above said features,the present paper cherishes its goal to establish an evaluation index system for the ecological civilization construction in such minority groups poverty areas.For the said goals,we have first of all made efforts in calculating the direct correlation matrix among the indexes of the influential factors with the BP method. And,then,the DEMATEL method has been employed to calculate the centrality and the causality.And,next,a swing weight method has been oriented to empower the said centrality and causality through assessment of the comprehensive significance,with the comprehensive importance degree of each influential factor as the average value of the comprehensive importance in the said states and counties. Furthermore,in accordance with 80% to 20% proportional rule,we have taken the influential indexes of the first 20% of the comprehensive importance and the frequency of the expectable or predictable key factors,which are supposed to play the principal role in the construction of ecological civilization in the above mentioned minority poverty-stricken areas of the province. The said principal factors for the construction of ecological civilization in these areas can be illustrated as follows： the emission of sulfur dioxide,the poor energy consumption per unit of GDP,the gross enrollment rate of the junior high schools and the getting better-off rate of
