摘　　要：作为国民经济发展的重要支柱,流程工业迫切需要通过新一代信息通信技术实现产业升级。IT治理是组织治理的重要组成部分,对处在转型初期的流程行业发展和分工格局有着深刻影响和重要的现实意义。流程行业的复杂性给企业IT组织与治理架构设计带来了严峻的挑战,同时流程行业企业对IT组织与治理认识普遍不够深刻,缺乏清晰且成熟的IT治理实施路径,使得IT治理成效不明显。IT组织与治理架构设计应结合企业自身、信息化战略及IT管理组织模式特点。IT组织架构的设计主要从三方面入手,即IT组织的定位与模式、IT组织职能分布、IT组织的能力构建。在IT治理方面重点关注IT领导力与决策体系、IT内控与风险管理及IT绩效管理机制。最后,通过中国石化IT治理的实践,阐述了中国石化集团层面和企业层面的IT组织架构和IT治理的指导思想。As an important pillar of national economic development, the process industry urgently needs to upgrade through the new generation of information and communication technology. IT governance is an important part of organizational governance, which has a profound impact and important practical significance on the development of process industry and the pattern of division of labor in the early stage of transformation. The complexity of the process industry has brought serious challenges to the design of enterprise IT organization and governance architecture. At the same time, the process industry enterprises are not deeply aware of the IT organization and governance, and the lack of clear and mature implementation path of IT governance, which makes the effectiveness of the IT governance not obvious. The design of IT organization and governance architecture should be combined with the characteristics of enterprise itself, information strategy and IT management organization mode. The design of IT organization architecture mainly starts from three aspects： the orientation and mode of IT organization, the function distribution of IT organization, and the ability construction of IT organization. In terms of IT governance architecture, we should focus on IT leadership and Decision-making system, IT internal control and risk management and IT performance management mechanism Finally, through the practice of Sinopec IT governance, the IT organizational architecture and the guiding ideology of IT governance at the level of Sinopec Group and enterprise are expounded.
