摘　　要：目的对温州市区域公共卫生发展水平开展综合评价,为实施公共卫生优先发展战略提供科学依据。方法采用文献检索和专家咨询法,建立温州市区域公共卫生发展评价指标体系。指标体系分四大方面共26项指标,以2014年为基准,评价2015年温州市区域公共卫生发展水平和发展速度。结果温州市2015年公共卫生发展指数为108.82,四大方面的发展水平不均衡,发展指数从高到低依次为公共卫生安全(120.38)、公共卫生资源配置(105.81)、居民健康水平(105.78)和公共卫生服务水平(103.30);不同区域间公共卫生发展水平差别较大,发展指数最高为126.94,最低为101.54,不同区域间发展指数差异有统计学意义(χ~2=100.273,P<0.01);发展指数增长幅度较大的5项指标分别是每百万人年突发公共卫生事件报告数下降、农村饮用水水质卫生监测合格率上升、国家和省卫生乡镇(街道)比例上升、孕产妇死亡率下降和新型农村合作医疗人均筹资标准提高。结论温州市公共卫生发展呈上升趋势,但存在发展不平衡问题。须继续强化预防为主,完善公共卫生体系建设,提高公共卫生服务水平。Objective To comprehensive evaluate the level of regional public health development in Wenzhou and provide evidence for public health development priority strategy. Methods The index system was assessed by documents index and Delphi method. The evaluation index system of regional public health development in Wenzhou was established. The index system divided into 4 parts and 26 indicators. Based on 2014,the development level and speed of regional public health in Wenzhou in 2015 were evaluated. Results The comprehensive development index of Wenzhou was 108. 82 in 2015. The development level of public health differed with 4 aspect. The public health security（ 120. 38）,public health resources allocation（ 105. 81）,residents＇ health level（ 105. 78）,the level of public health service showed different development level from high to low in 4 aspect. Different areas had significant differences in the level of public health（ χ^2= 100. 273,P〈0. 01）,the maximum development level was 126. 94,and the minimum one was 101. 54. The level of public health development increased considerably indexes were the number of public health emergency reports declined,the qualified rate of rural drinking water quality monitoring improved,the percentage of creating the national health township increased,the mortality rate of maternal and child decreased,and the per capita financing standard of new rural cooperative medical system increased. Conclusion The level of public health development in Wenzhou has been increased continuously,but the unbalanced development still exists among different regions. It should improve the level of public health service and establish a perfect public health system to emphasize the principal policy of prevention.
