摘　　要：自1999年开始,北京市信访办在全市18个区县（今16个区）率先推行律师参与信访工作的做法,为全国信访系统开启了先行先试的道路。本文回顾了北京市律师参与信访工作的历程,分析了律师参与信访工作的要点及存在的问题并提出了相应的工作建议,以期为更好地完善律师参与信访工作机制,推进信访工作法治化进程提供帮助。Since 1999, Office of Letters ＆ Calls of Beijing has first taken the lead in practising the participation of lawyer in letters ＆ calls work, which plays a leading and exploratory role in national letters ＆ calls system. This paper reviews the history of the participation of lawyer in letters ＆ calls work in Beijing, analyzes its main points ＆ existing problems and puts forward some suggestions, in order to better improve the participation mechanism of lawyer and promote the process of ruling by law in letters ＆ calls work.
