美、日长期护理保险制度实践现状及对我国的启示

摘　　要：美国、日本较早进行了长期护理保险制度的实践探索,已发展出较为成熟的长期护理保险体系。人口老龄化背景下,我国存在失能老人不断增多而可提供护理服务的人员逐渐减少的双重矛盾,探索构建适合我国国情的长期护理保险制度迫在眉睫。对比分析美国、日本长期护理保险制度在运行方式、支付范围等方面的差异,借鉴和学习先进经验,为我国现行长期照护保险制度建设提供参考。Long-term care insurance system has been carried out earlier in America and Japan,and it has developed a more mature long-term care insurance system. Under the background of aging population,there is a double contradiction between increased number of disabled elderly and reduced number of supplying nursing services. So it is urgency to build a long-term nursing insurance system that suitable for China＇ s national conditions. Compare the differences between operation mode and payment scope of long term care insurance system in America and Japan. Learn from advanced experience so as to provide references for our current long-term care insurance system construction.
