摘　　要：党的十九大标志着我国进入了新时代,社会的主要矛盾已经转变为人民日益增长的美好生活需要和不平衡不充分的发展之间的矛盾,经济由高速增长阶段转向高质量发展阶段,正处在转变发展方式、优化经济结构、转换增长动力的攻关期,中国需要宽松的国际环境和极佳的战略机遇。以美国为首的西方国家对中国进入高质量发展阶段、实现技术赶超颇有异议和担心,竭力加以阻止,制裁的内容也不断升级,近期愈演愈烈的中美贸易摩擦就可见一斑。尽管面临的国际环境并不宽松,但实现高质量发展的趋势不可逆转。究其原因,人类社会发展正在进入信息革命时代,我国新技术新产业的快速发展、国内市场规模的不断扩大、体制机制的改革创新、绿色产业带来的巨大商机以及新旧动能的融合发展等都将为我国实现经济高质量发展提供有力的支撑。The 19 th National Congress of the Communist Party of China ushers this country into a new era,and the principal social contradiction has thus become the one between the unbalanced and inadequate development and people's ever-growing needs for a better life. China's economy has been transitioning from a rapid growth stage to the next of a high-quality development. When transforming its growth model,improving its economic structure,and fostering new drivers of growth,China hopes to have a relaxed international environment and an ideal strategic opportunity. A scenario of China's entering the high-quality development stage and catching up with or even outshining the US-led western world in technology leaves anxious concerns in the latter that spares no effort to prevent the scenario from coming true. Sanctions have escalated,as is made clear in the recent growing trade frictions between China and America. Disagreements between different countries provide a good chance for China to win over the majority of the international world so as to find a precious opportunity for further development. As human society is now in its era of information revolution,China can never stop its irreversible moving towards a high-quality development though its international environment is not so agreeable. A high-quality development in China will be better underpinned with China's rapid development of new technology and industry,ever-expanding domestic market,institutional reform and innovation,tremendous business opportunities brought about by eco-friendly industries,and integration of new and old drivers will.
