摘 要:房地产宏观调控政策对于完善房地产市场和提高居民住房福利水平有着重要意义。该文以1998-2017年国务院及各部委颁布的678份房地产宏观调控政策为分析样本,采用共词分析和聚类分析的政策文献计量方法,研究房地产宏观调控政策聚焦点在不同时期的变迁。结果表明,房地产宏观调控围绕住房制度改革、房地产市场化和保障性住房建设等领域发生了明显的政策主题变迁。研究认为,只有将房地产市场调控目标从注重住房的商品性价值逐步向住房居住功能回归,才能实现"住有所居"的长远目标。Real estate macro-control policy is of great significance to promote the development of real estate market and the level of housing welfare.678 real estate macro-control policies from 1998 to 2017 made by the State Counciland ministries are studied with policy documents quantitative research methods,like co-word analysis and cluster analysis,which mainly focuses on policy changes in different periods.The results show that real estate macro-control policies had undergone significant changesrevolving aroundreforming housing system,promoting the development of real estate market as well as constructing subsidized housing and other areas.Accordingly,the goal of real estate macro-control in China transferred gradually from emphasizing on commercial value to housing function.At present,how to develop and improve real estate market Chinese central government should transfer the goal of macro-control from focusing on the commodity value of the house to the living function of house can we achieve the long-term goalof "everyone has the housing right".
