摘　　要：网络安全问题,主要是网站安全意识淡薄、网站运行管理机制存在缺陷和缺乏可落地的法规细则。基于协同理论的网站安全管理策略,建立"研发、运维"的网站内部协同机制和"网站责任主体、网络安全服务公司、政府监管部门"等多个责任主体的外部协同机制,实现信息、业务和资源上的协同,从而提升网站安全管理工作的效率。Network security problems are chiefly attributed to weak website security consciousness, deficient website operation management mechanism, and lack of available rules and regulations. Based on synergetics-based website security management trategy, efforts need to be made to build website internal synergetic mechanisms of research and development, operation and maintenance, as well as website external synergetic mechanisms with multible responsibility subjects of website responsibility subjects, network security service companies, and government supervision departments, resul ting in coordinations in information, business and resources, and improvement of efficiency of website security management.
