摘　　要：[目的意义]在全面深化改革的关键时期,积极推进政府购买社会组织服务,完善政府公共服务提供方式,充分发挥市场和社会力量的作用,切实提高政府公共服务的水平和效率,是加强和创新社会治理的重要举措。[方法/过程]近年来,地方政府纷纷进行了积极探索,也积累了宝贵的经验。但由于我国政府购买社会组织服务起步相对较晚,且现有研究主要集中于经济较为发达的东部沿海地区,对西部地区地方政府购买社会组织服务实践的研究比较少。因此,本研究结合成都市W区政府购买社会组织服务实践,对政府购买社会组织服务工作推进过程中存在的问题进行深入剖析。[结果/结论]指出在推进地方政府购买服务工作中,必须厘清相关主体的职责边界,实现部门协同推进,积极培育社会组织,并制定科学合理的评估标准与考核办法。[Purpose/Significance] During a critical period of deepening the reform, how to improve government purchasing social services, perfect government＇s public services, give full play to the market and social forces, and effectively increase the efficiency of public service, is important measures to strengthen and innovate society governance. [ Method / process ] The local government has carried out positive exploration in recent years, and accumulated some valuable experiences. However, government purchasing social services started very late in China, and the existing research mainly concentrate on the economically developed eastern coastal areas, and seldom on the western regions. Based on the practice of Chengdu W District government in purchasing social organization services, this study makes an in - depth analysis of the problems existing in the government＇s promotion of purchasing social services. [ Results / Conclusion] It points out that in the promotion of government purchasing services, it is necessary to clarify the responsibilities of the relevant stakeholders, realize the coordination of departments, cultivate social organizations and formulate scientific and reasonable evaluation standards and assessment methods.
