引江补汉工程的初步设想

摘　　要：本文从保障南水北调中线一期工程供水,实现南水北调中线工程、引汉济渭工程近远期调水目标,汉江水资源开发利用率超过阈值,优化国家水资源配置格局,实现湖北"千湖之省,碧水长流"目标等方面阐述了实施引江补汉工程的必要性,并提出了初步的工程规划思路和湖北省的建议和需求,以及湖北省提出的引江补汉太平溪自流引水方案的初步思路。The first part of this paper presents the necessity of launching the Yangtze River-Han River Water Transfer Project. The Project will ensure water supply for the first phase of the Middle Route in the South-to-North Water Transfer Project, which will secure the short-and long-term water diversion objectives of the South-to-North Water Transfer Project and Han River-Weishui River Diversion Project. Since the exploitation rate of water resources in the Han River has already exceeded the threshold, the implementation of the Project will optimize water resources allocation in the country. Moreover, it will also contribute to Hubei＇s actions to resume its title of ＂a province of thousands of lakes with clean and clear water forever＂. In the second part, this paper proposes some preliminary engineering planning ideas, and proposals and needs of Hubei Province. At last, a preliminary plan is presented which will draw water through Taiping Creek while water will flow to Han River without lifting.
