浅谈省级农业科研院所土地资源的管理——以江苏省农业科学院为例

摘　　要：土地资源是农业科研的基本要素,随着农业供给侧结构性改革的不断深入,国家对土地管控的日趋收紧,土地资源的高效利用成为农业科研院所的重要工作。文章以江苏省农业科学院为例,介绍了其农业科研用地管理的现状,分析了农业科研单位土地管理中存在的基地科研用地规划设计不充分、配套设施用地受限以及土地管理分配固化等问题,并根据科研事业发展的现实需求,从进一步加强土地的科学规划、争取政府的政策支持、完善基础设施建设、转变土地管理方式等方面提出了解决措施,以提高农业科研单位土地资源的利用效率。Land resource is the basic element of agricultural scientific research.With the deepening of agricultural supply-side structural reform and the continuous tightening of land control by state,the efficient utilization of land resource has become an important work of agricultural research institutes.Taking the Jiangsu Academy of Agricultural Sciences as an example,the present situation of scientific research land management in agricultural scientific research institutions was introduced in the paper.Problems were analyzed,such as the insufficient plan of land usage in scientific research base,land distribution and solidification,the limitation of supporting facilities land and the inadequate infrastructure conditions affecting function exertion.According to the realistic demand of the development of scientific research,and based on the current and future development trends,we put forward some countermeasures from the following aspects：further strengthening the scientific planning of land,striving for government policy support,perfecting infrastructure construction,changing the land management mode and so on,in order to improve the utilization efficiency of land resources in agricultural scientific research institutions.
