农地资本化流转风险的形成与评价研究

摘　　要：系统剖析农地资本化流转风险形成机理的基础上,进一步运用风险矩阵法对其进行评价,研究发现:农地资本化流转风险是流转约定和执行阶段的各类风险源通过"聚合反应"释放逆境因子作用于风险受体,给区域内农户、社会经济及生态环境带来损失的可能性和后果的组合。其中,"强制流转风险"和"土地非粮化、非农化风险"在所有风险因素中最为严重,亟待整治;"土地撂荒风险"、"收益分配失衡风险"、"履约风险"和"土地硬化风险"次之,也需加强管控;"农民失业风险"和"社会保障风险"危害最小,采取一般防范措施即可。因此,要想有效管控农地资本化流转风险,应该综合考虑风险形成机理及评价结果,不同的风险采取不同的管控策略。Based on the analysis of the formation of rural capitalization circulation risk,the risk matrix method was used to evaluate it. The study found that for the risk of rural land capitalization circulation,all kinds of risk sources in circulation contract and implementation stage are released through ＂ polymerization reaction ＂. The combination of the possibility and consequence of stressors acts on risk receptors and causes losses to farmers,social economy and ecological environment in the region. Therefore,we should consider the risk formation mechanism and evaluation results to take different control strategies according to different risks.
