基于事故案例统计角度的预防瓦斯爆炸事故培训内容设计

摘　　要：针对我国煤矿瓦斯爆炸事故,提出基于事故案例统计预防瓦斯爆炸事故培训内容。根据2006—2015年间的40起重特大瓦斯爆炸事故,统计得到共发生164次不安全动作,其中有152次是由安全知识不足导致,占比92.68%;违反《煤矿安全规程》183次,占比91%,违反其它规程规定占9%;发生频次最高的6类不安全动作与违章频次最高的6个知识模块是相吻合的,且员工缺失的安全知识95%来自这6个知识模块。研究得出预防瓦斯爆炸事故培训内容的设计应以《煤矿安全规程》为主线且主要涵盖瓦斯防治、井下爆破、通风、井下火区管理、电气、回采和顶板控制这6个模块,基于事故案例统计角度为设计预防瓦斯爆炸事故培训内容提供了新思路。Aiming at the gas explosion accidents in China, we proposed a new method to design training content, that is, from the perspective of statistics of accident cases. According to 40 cases of major explosion accidents from 2006 to 2015, statistics showed that there is 164 unsafe acts in total, of which 152 is caused by insufficient safety knowledge, accounting for 92.68%; the number of violations of Coal Mine Safety Regulations is 183, accounting for 91%, and violations of other regulations accunting for 9%. Six types of unsafe acts with the highest frequency of occurrence are consistent with six knowledge modules with the highest frequency of violations. And 95% of employees＇ missing safety knowledge comes from these six knowledge modules. The study concludes that the design of training content for prevention of gas explosion accidents can be based on the Coal Mine Safety Regulations,and mainly covers the six modules of gas prevention, underground blasting, ventilation, underground fire zone management,electric, stoping and roof control. The method based on statistics of accident cases provides new idea for designing training content of preventing gas explosion accidents.
