信息化条件下高速公路勤务指挥机制研究

摘　　要：本文基于高速公路勤务指挥业务特点，以高速公路公安交通管理信息化为条件，总结了当前勤务模式和指挥模式的发展与问题，提出了“扁平化、成化、互动化、并以交警总队、主动化、预案化、动态化、信息化、集成化、合责任化”的信息化条件下勤务指挥的基本原则，高速交警支队、高速交警大队的三级指挥机构为指挥调度主体，以高速交警大队为勤务安排的着力点，论述了信息化条件下勤务指挥机制的转变，以及日常业务和应急业务的勤务指挥流程，为当前交通管理部门的勤务指挥机制改革提供参考。Based on the expressway traffic management command characteristics, the paper, using information-oriented traffic management mode as the precondition, summarized the development and problems of current traffic management mode and command mode, and clarified the characteristics of information-oriented traffic management command mechanism. The basic principles of infornlation-oriented traffic management command mechanism are proposed, which are ＂flat, active, planned, dynamic, informative, integrated, synthetic, interactive and responsible＂. The paper, taking the three-hierarchy command organization of the provincial traffic police department, the expressway traffic police detachment and the expressway traffic police team as the main body of the command and dispatch and the expressway traffic police team as the acting point of traffic management arrangement, discussed the transformation of the information-oriented traffic management command mechanism as well as the daily services and emergency services command process, which provides a reference for current traffic management department for the reform of the traffic management command mechanism.
