摘 要:美国的大都市区和城市群治理普遍面临着权力和责任的"碎片化"等问题,这对地方政府之间的跨行政区域公共事务合作提出了较高要求。但现实中,由于信息不对称和只具有限理性,地方政府可能会采取追求短期利益的策略,从而造成了集体行动的困境。以Feiock教授为代表的学者们对不同类型的制度性集体行动困境及解决性合作机制进行了深入的研究,并逐渐形成了制度性集体行动理论。该理论的核心在于探讨制度性集体行动的类型、产生条件,以及合作机制如何被选择的问题。对制度性集体行动理论的研究,有助于更好地理解和促进跨行政区域治理中的地方政府间合作。The fragmentation of power and public responsibility is very common in the governance process of metropolis and urban agglomeration,which entails a higher requirement for local governments in terms of cooperation of public affairs between cross-administrative regions. However,due to information asymmetry and limited rationality,local governments may take strategies to chase short-term benefits,resulting in collective action dilemma. Professor Richard C. Feiock and some other scholars conducted deep researches on different kinds of institutional collective action dilemma and cooperation mechanisms,and gradually formed theory of institutional collective action. The core concern of this theory is to discuss the types and creation conditions of institutional collective action,and how to choose cooperation mechanism. Researches on theory of institutional collective action may help us better understand and promote collaboration between local governments in dealing with public affairs between crossadministrative regions.
