基于DCM的高校科研经费政府采购满意度研究

摘　　要：目前,我国高校科研经费政府采购存在流程复杂、效率不高和难以满足需求等情况。文章运用三角模型的敏感性问题调查技术,从采购人员和科研人员两方面对高校科研经费采购工作中的违法违规现象进行了分析研究。从采购工作满意度角度,采用因子分析,通过二元离散选择模型对科研人员满意度的影响因素进行研究,分析得出了提高采购满意度的关键因素及相关改进措施。Currently,there are many problems such as complicated processes,low efficiency,and difficulty in meeting demand existing in the government procurement in research funds in Chinese universities. By using the triangle model,in particular the survey techniques for sensitivity problems,this article analyzes violations of laws and regulations in the procurement in scientific research funds in colleges and universities from the perspectives of procurement staff and research staff.For satisfaction to government procurement,factor analysis and the discrete choice model are used to study the influencing factors of scientific researchers＇ satisfaction. The analysis shows the key factors to improve satisfaction to procurement and related improvement measures.
