外国医师短期行医许可完善

摘　　要：近年来,外国医师在华短期行医不再是特殊现象。获得《外国医师短期行医许可证》作为外国医师短期行医的必要程序已经实行了接近24年,然而其实施情况却不容乐观,并未达到有效防止危险、提供公信力证明的预期功能。其根本原因在于不当的许可设计以及不顺畅的监管措施衔接。因此,提出相关的完善对策,促进外国医师短期行医制度的规范化是十分必要的,同时也起到了保障群众生命健康、维护国家医师管理秩序的作用。In recent years,foreign doctors＇ temporary practice of medicine in China is not a special phenomenon any more.Obtaining ＂permit for foreign doctors to practice medicine for short term.＂is regarded as an essential procedure for almost 24 years.However,the implementation of the permit isn＇t in a good condition,with the failure of hazard prevention,and the failure of proving a credible certification.The exact reason is that the design of the permit is unreasonable and the junction of the regular measures is not smooth.Thus,it is a high time to raise some related solution,to promote the regulation of foreign doctors＇ temporary practice of medicine in China,which also play an important role in protecting the people＇s health and maintaining the order of the doctors＇ administration.
