摘　　要：《民办教育促进法》修订及《国务院关于鼓励社会力量兴办教育促进民办教育健康发展的若干意见》等文件发布后,辽、皖、甘、冀、浙五省随之出台省级配套文件。通过分析比较发现,其重点均围绕"强调公益属性、加强党的领导、明确分类管理、加大投入力度、保障师生权益、强化协调机制"等几个方面进行了民办教育改革的规划部署。过渡期限多久为宜、单程票制实行与否、奖励扶持如何权衡是几省的不同之处,也是争议所在。而民办教育性质地位的明确、补偿奖励及税收优惠制度的完善是后续改革的重难点。After the revision of Law on the Promotion of Private Education and the promulgation of Several Opinions on Encouraging Social Forces to Start Education and Promote the Healthy Development of Private Education and other documents,Liaoning Province,Anhui Province,Gansu Province,Hebei Province and Zhejiang Province issued provincial-level supportive documents subsequently. By analyzing and comparing the documents that the five provinces have released,the authors find that the planning and deployment of private education reform are conducted in the following areas： emphasizing the public welfare attributes,strengthening the leadership of the Communist Party of China,carrying out classification management,increasing investment,protecting the rights and interests of teachers and students and strengthening the coordination mechanism. The differences as well as disputes among the five provinces lie in the following questions： How long is the appropriate transitional period？ Whether to choose one-way ticket system or not,and how to weigh the reward support？ Clarification of the nature and status of private education,improvement in the system for compensation awards and tax incentives are the focuses and difficulties for follow-up reforms.
