青岛市规划建设“胶莱绿谷、青北新区”的思考

摘　　要：胶莱绿谷与青北新区是一对相辅相成的原创性概念,前者是后者的核心特征和独特优势,后者是前者的区位依托和行政载体,二者共同构成一个崭新的大青岛北部城市副中心的标志性名称。"胶莱绿谷、青北新区"的规划建设,将加快弥补青岛北部地区发展的短板和薄弱环节,加快青岛区域协调发展和城乡融合发展,加快青岛潍坊都市圈一体化发展进程。青岛市应学习《河北雄安新区规划纲要》,制定好"胶莱绿谷、青北新区"规划纲要,高水平建设临空型、国际化"青岛农高区",筹建以南村为行政中心的"青北新区",打造胶莱盆地农耕文化旅游带。Jiaolai Green Valley and Northern Qingdao New District are a pair of complementary original concept.The former is the core characteristics and unique advantage of the latter;while the latter is the location base and administration carrier of the former.Together,the two constitute the brand name of a new sub center of northern Qingdao.Planning and construction of Jiaolai Green Valley and Northern Qingdao New District will accelerate to remedy the limitations of Qingdao Northern Area,quicken the harmonious development of regional coordinated development and the integrated development of urban and rural areas of Qingdao,and speed up the metropolis integration of Qingdao and Weifang.It is necessary to learn from the Planning Outline of Xiong’an New District,Hebei,formulate the planning framework of the Jiaolai Green Valley and Northern Qingdao New District,carry out a high-level construction of airport economy internationalization zone called Qingdao High-tech Agricultural Area,prepare to build Northern Qingdao New District where Nancun is designed as its administration center,and make a tourism belt of agricultural civilization in Jiaolai Basin.
