摘  要:上海地处中国大陆海岸线的中点,洋山深水港通过东海跨海大桥与上海综合交通运输网络连接,已成为世界最大规模集装箱港区之一。特大型港口高效运转的交通问题十分重要,如果发生一些应急事件,例如事故灾难、自然灾害、社会安全事件等,如何及时调度应急车辆到达事发现场是应急响应的一项关键工作,具有重要的现实意义。文中以特大型港口上海洋山港为例,总结了在港口应急事件下,应急车辆调度问题所具有的特性,着重考虑了时效性、经济性与安全性三个特性,并将包含时效性、安全性和经济性三个属性分量的多属性决策模型进行了分析和无量纲处理,最终求取决策效用函数,利用改进路径优化算法进行求解,得到了一些启示性建议。With the rapid development of China's economy and the acceleration of international trade in recent years,the number of ports has increased. Shanghai is located at the midpoint of the coastline of China's Mainland. Yangshan deepwater port is connected with Shanghai comprehensive transportation network through the east China sea cross-sea bridge and has become one of the largest container port areas in the world. The oversize port to the efficient operation of traffic problems,and some emergency events occur,such as: the accident disaster,natural disasters,social security events,such as how to dispatch emergency vehicles arrived at the scene in time is a key work of emergency response,has important practical significance. Based on super large port on the sea port of mountain as an example,summarizes the emergency events in the harbour,the characteristics of emergency vehicle scheduling problem has emphatically considered the timeliness,economy and security features,and will include timeliness,safety and economy of three attributes weight of multiple attribute decision making model is analyzed and the dimensionless processing,finally calculate the decision-making utility function,the improved path optimization algorithm for solving,got some revelatory advice.
