区域知识能力的测度方法研究

摘　　要：【目的/意义】知识能力在预测和维持区域长期经济发展方面发挥着越来越重要的作用,对区域知识能力的测度可有效指导区域创新政策的制定。【方法/过程】研究从知识基础、投入能力和潜在能力三个方面构建测度区域知识能力的指标体系,利用时间衰减模型、功效系数法和道格拉斯生产函数对各指标值进行处理,形成一套测度区域知识能力的方法,并采集数据对我国大陆31省直辖市进行测度。【结果/结论】结果表明该方法中知识能力综合指标能够较好的反应区域知识能力水平,基于细节指标值可发现影响各区域知识能力的薄弱环节,指导相关区域政策的制定。【Purpose/significance】Knowledge capability plays an increasingly critical role in predicting and sustaining the long-term regional economic development, and the measurement of regional knowledge capability can effectively direct the formulation of regional innovation policy. 【Method/process】The research constructed an Index System for measuring regional knowledge capability from three aspects： Knowledge Basis, Input Capability and Potential Capability. With reference to the Time Decaying Model, Efficiency Coefficient Method and the Cobb–Douglas Production Function, each index value was processed and a set of methods for measuring regional knowledge capability was established. With this method, we collected the data of 31 provinces and municipalities in China and measured their knowledge capacity.【Result/conclusion】The results showed that the comprehensive index of regional knowledge capability which was measured by this method can effectively display the knowledge ability level in different regions. Based on the detailed index value, we can find the problems of each region and guide the formulation of related regional policies.
