摘　　要：实现有效政府治理,是推进国家治理体系和治理能力现代化的具体实施和行政实现,与行政文化创新相契合。推进和实现有效政府治理,需要现代政府治理模式的服务型行政文化、创新型行政文化、法治型行政文化、廉政型行政文化、效能型行政文化提供必要的支撑,然而却受到传统政府管制模式的全能型行政文化、保守型行政文化、人治型行政文化、命令型行政文化、效率型行政文化的直接影响和制约。为此,要通过行政精神文化创新提供内在动力、行政行为文化创新推动形象再造、行政制度文化创新提供基本保证,来推进和实现有效政府治理。Effective government governance is the concrete implementation and administrative implementation of promoting the modernization of the national governance system and governance capability,which is in line with the administrative cultural innovation.To promote and realize the effective governance of the government,to provide the necessary support to the modern governance mode of service-oriented administrative culture,innovative culture,administrative rule of law administrative culture,administrative culture,the effectiveness of administrative culture,but by the whole can directly influence and restrict the administrative culture,administrative culture,conservative rule of administrative culture command,type of administrative culture,administrative culture,the efficiency of traditional government control mode.Therefore,it is necessary to provide the basic guarantee to promote and realize effective government governance through the administrative spirit,cultural innovation,internal power,administrative behavior,cultural innovation,image reconstruction and cultural innovation of administrative system.
