摘　　要：新常态下绿色技术创新面临着新的机遇和挑战,有效的制度安排是推动绿色技术创新的重要保障。在综合分析我国相关制度的基础上,提出构建系统化、可操作的绿色技术创新制度体系应涉及法律保障制度、政府调控制度、市场制度、评价监督制度、教育制度及国际合作制度,并针对现行制度存在的问题提出完善的建议。Faced with new Opportunities and challenges under the new normal,the effective institutional arrangement is an important guarantee for promoting the green technology innovation.This paper proposes a systematic and operational green technology innovation system based on a comprehensive analysis of China＇s relevant ones covering legal security,political control,market,evaluation and supervision,education and international cooperation.The paper also puts forward some suggestions to improve the existing problems of the current systems.
