部队干休所财务管理的薄弱环节及解决途径

摘　　要：部队干休所是军队干部的主要休养场所,属于社会福利机构。本文分析部队干休所财务管理中的薄弱环节,其中主要包括预算管理质量不高、财务监督管理不到位、财务管理制度没有落实等。提出建立完整的预算法规、提升部队干休所财务监督全面性、落实部队干休所财务管理制度、提升部队干休所财务管理的信息化建设质量以及加强部队干休所实物资产的管理等提升财务管理质量的途径。The army retreat is the main training place for army cadres, belonging to social welfare institutions. This article will analyze the weak link in the financial management of the army retirement office, which mainly includes the low quality of budget management, the lack of financial supervision and management, the failure to implement the financial management system and the neglect of the importance of financial management informatization in the army retirement office. And study the ways to improve the quality of financial management in the army retirement offices. These mainly include the establishment of a complete budget law and regulations, the enhancement of the comprehensive financial supervision of the Force Rest Office, the implementation of the financial management system of the Force Rest Office, the improvement of the information construction quality of the financial management of the Force Rest Office, and the strengthening of the management of the physical assets of the Force Rest Office.
