摘　　要：治理是在一种共同目标下支持的活动,管理主体不一定由政府单一控制,治理作为管理社会的一种控制体系,可以通过政府、社会、市场多方协调合作为社会提供公共服务产品。这是一种比较和谐的、民主化的管理社会的体系,作为服务型政府运用多中心治理模式能为社会公众提供更加优质和低成本的公共服务产品。Governance is a common goal in support of the activities, not only by government management of the main control. As a social governance and management control system, the government social governance is a multi market coordination and cooperation to provide public services products to the society. This is a kind of harmony, a social democratic management system, as a service type government using multi center model to provide more high quality and low cost products for public service for the public.
