公共服务供给、资源获取与中小企业创新绩效的关系研究

摘　　要：为探索政府支持行为对中小企业创新绩效的影响,基于资源基础理论等视角,以国内457家科技型中小企业为研究对象,探讨了政府公共服务供给、企业资源获取与企业创新绩效三者之间的关系,并采用结构方程模型和Bootstrap法验证了公共服务供给对企业创新绩效的影响机理.结果表明:基础性公共服务供给与科技创新平台服务供给均能显著促进企业创新绩效,且科技创新平台服务供给的正向影响作用更显著;运营资源获取与知识资源获取均能显著提升企业创新绩效,且知识资源获取的正向影响作用更强;运营资源获取在基础性公共服务供给与企业创新绩效关系间发挥部分中介作用,且知识资源获取在科技创新平台服务供给与企业创新绩效关系间也发挥部分中介作用.基于上述发现,总结了本研究的理论贡献与实践启示.In order to explorate the impact of government support behavior on small and medium-sized enterprises＇ innovation performance,it used the resource-based theory and took 457 ST small and medium-sized enterprises as the research objects,discussed the relationship between government public service supply,enterprise resource acquisition and enterprise innovation performance,and used SEM Bootstrap method to verify the influence mechanism of public service supply on enterprises＇ innovation performance. As indicated by the results,both the supply of basic public service and ST innovation plodform can significantly promote enterprises＇ innovation performance,and the positive impact of the supply of ST innovation platform is more significant. Both the acquisition of operational resources and knowledge resources can promote enterprises＇ innovation performance,and the positive impact of the acquisition of knowledge resources is stronger. The acquisition of operational resources plays a partly mediation role in the relationship between the supply of basic public services and enterprises＇ innovation performance,while the acquisition of knowledge resources also plays a partly mediation role in the relationship between the supply of ST innovation platform services and enterprises＇ innovation performance. Based on the findings,the theoretical contributions and practical implications were summarized.
