逆向技术溢出减缓了我国碳排放吗?——基于30个省份的面板数据

摘　　要：基于对外直接投资对我国生态环境特别是二氧化碳排放所产生的影响与传统的＂污染避难所＂假说相违背的现实情况,文章采用2003—2014年我国30个省份的面板数据从溢出途径的视角对产生这一现象的原因进行了分析。研究发现：通过对发达国家进行对外投资所产生的逆向技术溢出并没有有效地减少我国的二氧化碳排放。通过投资于发达国家所产生的逆向技术溢出并未对我国的二氧化碳排放产生显著的抑制作用。在分地区分析中,研究发现逆向技术溢出对于东部地区的碳排放起到了显著的抑制作用,但是在中部和西部地区,虽然逆向技术溢出也具有抑制作用,但是其结果并不具有显著性。基于此,文章认为在引导对外直接投资时,要充分地考虑可能对国内生态环境等方面产生的多重影响。Based on the fact that the impact of outward foreign direct investment（OFDI） on China＇s environment especially the emission of CO_2 is contradictory to the Pollution Haven Hypothesis, this paper uses the panel data of 30 provinces from 2003 to 2014 to analyze the phenomenon from the perspective of spillover channels. The results show that there is no reduction effect of reverse technology spillover produced by investment in developed countries on CO_2 emissions of China. In the regional analysis, this paper finds that the reverse technology spillover effect in eastern region is obvious while in middle and western regions, the effect is not obvious. Therefore, this paper holds the idea that when the government is directing OFDI, more considerations should be put into the multi-effect caused on domestic environment.
