先行先试视域下国家自主创新示范区创新政策体系设计——基于系统经济学视角

摘　　要：国家自主创新示范区（简称＂国家自创区＂）被中央政府赋予了先行先试的权力,因此,作为先行先试突破口和建设基础的创新政策设计既是一个重大的理论问题,又是一个重大的实践问题。本文通过分析国家自创区设立的特殊性、创新系统以及创新政策的特性,针对国家自创区现有创新政策的问题,基于系统经济学理论,构建了国家自创区创新政策体系模型;进一步在深度调研基础上,对先行先试视域下国家自创区创新政策体系中各领域创新政策元及内在结构作了综合性设计,并提出未来创新政策试点的方向和建议。The national independent innovation demonstration zone has been given the power of the first trying implementation by the central government, therefore, the design of innovation policy as a first try breakthrough and the construction basic is not only a major theoretical problem, as also a major practical problem. The study analyzes the particularity of building national independent innovation demonstration zone, the characteristics of the demonstration zone as a region innovation system, the characteristics of the innovation policyin the demonstration zone innovation system, and regards the problems of present innovation policy in fragmentation, matching and breakthrough, the study builds a model of innovation policy system to the demonstration zone based on system economics theory. Further on the basis of deep survey, the study gives a comprehensive design on the various fields of innovation policy units and its internal structure under the perspective of first trying implementation, and put forward the direction and the suggestion of innovation policy in the future.
