摘 要:中国养老保险统筹层次经历了由县市级统筹到省级统筹,再到全国统筹的转变。提高养老保险统筹层次是否能够有效缓解养老保险基金缺口呢?提高统筹层次与养老保险基金缺口之间的作用机制是怎样的?在全国统筹养老保险制度建设中应注意哪些问题?本文在运用大数原则进行理论阐述的基础上,通过28省的省级面板数据进行实证验证,研究结果表明,在控制了参保人数、制度赡养率、平均货币工资的情况下,实现养老保险省级统筹有利于缓解养老保险基金缺口。The overall planning level of China' s endowment insurance has undergone a transformation from county-level to provincial-level, and then to the whole country. Can the overall level of pension insurance be effectively alleviated? What is the function mechanism between raising the overall planning level and the gap of the pension fund? What problems should we pay attention to in the construction of the national endowment insurance system? Based on the principle of large numbers, this paper uses the provincial panel data of 28 provinces in China to verify the empirical results. The results show that under the control of the number of insured people, the system support rate, and the average monetary wage, the realization of the provincial-level pension insurance pooling is conducive to alleviating the gap of endowment insurance funds.
