基于创新链的军民融合协同创新分析

摘　　要：在全面实施创新驱动与军民融合战略背景下,研究军民融合协同创新相关问题,对促进军民融合深度发展具有重要意义。文章利用创新链理论,对军民融合协同创新进行深入分析,并从创新链的视角提出针对性对策建议。研究发现,军民融合协同创新存在军民创新体系分离、创新主体地位不明确、协同主动性不足、保障机制不完善等问题。从创新链的角度,应当从发挥政府主导作用、建立核心企业主导的创新联盟、完善创新资源共享机制等方面推动军民融合协同创新。In the context of the innovation-driven strategy and civil-military integration,to analyse the collaborative innovation of civil-military integration is of great significance to promote the in-depth development of civil-military integration. Applying the innovation chain theory,make an in-depth analysis of the collaborative innovation of civil-military integration and put forward corresponding countermeasures and suggestions. It comes to the conclusion that there are some problems in collaborative innovation of civil-military integration,such as separation of military and civilian innovation system, unclear status of innovation subject, insufficient of collaborative initiative and imperfect of guarantee mechanism. From the perspective of innovation chain,the countermeasures and suggestions are promoted from three aspects,such as,collaborative innovation subject,collaborative innovation process and external guarantee mechanism respectively.
