摘　　要：基于智慧城市顶层设计面临的问题,通过分析GB/T 33356-2016《新型智慧城市评价指标》的实践成果,研究各类城市的特点及共性问题,从标准化视角介绍智慧城市顶层设计的技术体系和组成;并结合智慧城市标准研制,阐述了智慧城市信息技术运营体系的总体架构。Aiming at the problems of top-level design of smart city, the practical results of GB/T 33356-2016 ＂Evaluation indicators for new-type smart cities＂ are analyzed and the common problems in different cities are compared, introduces the technical system and composition of the top-level design of smart city. And then,according to related standards of smart city, architecture information technology operation of smart cities is elaborated.
