摘　　要："双一流"建设是我国建设高等教育强国的战略选择。作为高等教育主体部分的地方高校贯彻习近平新时代中国特色社会主义思想,就是要积极参与"双一流"建设,探索转型发展的新思路和对策。要科学定位,学科突破关联区域定位,实施优势学科建设工程,培育高水平特色学科群;抢抓机遇,加快硕士学位授权单位建设。要扎根地方,服务地方经济社会发展,构建协调发展的专业体系,提升科研服务能力,发挥新型智库作用。要突出应用,着力提高人才培养质量,坚持师范性办学定位,服务面向基层的基础教育;坚持立德树人,培养高素质创新创业人才;坚持开放办学,不断提升教育国际化水平,推动地方高校创新发展、内涵发展、转型发展和特色发展。“Double first class” construction is a strategic choice for China to build a powerful country in higher education. As the main part of higher education, local colleges and universities should actively participate in the construction of “double first-class” and explore new ideas and Countermeasures for the transformation and development. We should make scientific positioning, break through the regional positioning of related disciplines, implement the construction project of advantageous disciplines, cultivate high-level disciplines with characteristics, seize the opportunity and speed up the construction of authorized units for master＆apos;s degrees. We should take root in local areas, serve local economic and social development, build a coordinated development of the professional system, enhance scientific research service capabilities, and play a new role as think tanks. We should stress the application, focus on improving the quality of personnel training, adhere to the orientation of normal school running, and serve the basic education facing the grass-roots level; adhere to cultivating high-quality innovative and entrepreneurial talents; adhere to open school running, constantly enhance the level of education internationalization, and promote the innovation and development, connotation development, transformation and development of Local Colleges and universities.
