摘　　要：包神铁路集团处于国家能源投资集团煤炭核心区域的枢纽位置,在包神铁路集团合纵连横、南北贯通的网络格局中,包神南线的地理核心位置越来越突出,货运交通枢纽作用越来越明显,因此承担铁路运输任务的机车乘务组织显得尤为重要。在保证货运服务质量和铁路运输畅通的同时,优化机车乘务制度,提高机车乘务员值乘效率,对降低企业运营成本,提高运营效率和提升整体管理水平具有重大意义。Baoshen Railway Group is located at the key position of the coal core area of the National Energy Investment Group. In the network pattern of the joint longitudinal and North-South connection of the Baoshen Railway Group, the geographical core position of the southern line is becoming more and more prominent,and the function of the freight transport hub is becoming more and more obvious. Therefore,the locomotive crew organization which carries the railway transportation task is carried out. It is particularly important. In order to ensure the quality of freight service and the unimpeded railway transportation,it is of great significance to optimize the locomotive crew system and improve the efficiency of the locomotive crew to reduce the operation cost,improve the operation efficiency and improve the overall management level.
