摘　　要：习近平开放发展思想是对邓小平对外开放思想的继承和发展,体现了新时代的发展新思路、新目标、新路径。首先,在发展思路方面实现了以经济建设为中心向"以人民为中心"转变,从"引进来"向"引进来与走出去并重转变",从自力更生向"合作共赢"转变;其次,在发展目标方面,实现了由全方位对外开放向更高水平开放目标提升,由小康社会向现代化强国目标提升;由迈向世界舞台向走进世界舞台中央目标提升;最后,在发展路径方面,实现了从学习借鉴到创新驱动发展,从"摸着石头过河"到全面深化改革发展,从经济特区到"一带一路"发展,从"三句话"到参与全球治理发展。The Reform and Opening-up has made the＂Chinese Miracle＂in the history of world development,and there is still great significance to study the opening-up thought of Deng Xiaoping even nowadays. The fifth Plenary Session of the 18 th CPC Central Committee profoundly summarized the historical experience of Reform and Opening-up and further put forward the new concept of opening development based right on it. The opening-up from two periods shows the successive spiritual essence inherited by the party and the pioneering work started by the central leading groups of new generation.
