治理现代化背景下政府建设路径探析

摘　　要：党的十九大明确全面深化改革总目标是完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化。治理现代化包括治理体系和治理能力现代化两个方面,建设现代化政府是实现治理现代化的关键所在。目前,我国现代化政府建设还存在制度前瞻性不足、现代化社会治理结构尚未形成、公民社会培育不足、行政效率未及时跟上"互联网+"的步伐等困境。因此,我国现代化政府建设路径应从以下几个方面入手:1.树立善治目标,推进政府制度化治理;2.以人民为中心,推进政府民主化治理;3.优化治理结构,推进政府多元化治理;4.完善科学治理与智慧治理,推进政府高效化治理。Rule modernization system concludes the modernization of rule system and rule ability.Thekey point of rule modernization is modern government construction.At present,there are some problems inChina＇s government construction as shortcoming of forward looking systems,not formed of modernization rulestructure,lacking civil society cultivation and insufficient administration efficiency with the fast developmentof Internet.Therefore,the way for government construction should be done as follows：to establish the goodgoverning goal to push government systems rule, being people -orientated to push government democraticrule,optimize rule structure to push government plural rule,and to perfect scientific and intelligent rule topush government rule with effective way.
