道儒法墨思想对提升党内法规执行力的启示

摘　　要：党内法规执行不力是影响党内法规制度达到预期效果的桎梏。主要表现为党内法规制度不完备、党员主体地位的"虚置"、执行环节沟通和监督不力以及外部因素的负向影响。我国传统文化中道家、儒家"忠"文化,法家法术势思想,墨家强力从事思想是当代党内法规执行力建设的重要思想渊源。提升党内法规执行力建设,需要提高党内法规制度的科学合理性、加强思想教育,重建执行主体的精神长城、完善制度执行的监督惩罚体系和优化党内法规的执行资源与环境等。The lack of enforcement of the Party＇s laws and regulations is a flaw that affects the expected results of the party＇s internal legal system. It mainly manifested as the ＂inversion＂ of the power structure within the Party, the ＂emptiness＂ of the Party members＇ principal status and the ＂weakening＂ of the inner Party supervision mechanism. In our country＇s traditional culture, the ＂loyalty＂ culture of Taoism and Confucian, the lawyer＇s legal thoughts and Mohist ideology are all the ideological origins of the construction of the executive power of current laws within the Party. The implementation of the law within the Chinese Communist Party system should be based on improving scientificity and rationality of the Party＇s internal legal system, strengthening ideological education and rebuilding the executive body, and improving the supervision and punishment system for system implementation and optimizing the implementation resources and environment of the party＇s laws and regu lations.
