如何理性应对中等收入陷阱

摘　　要：从拉美国家和东南亚国家的情况来看,核心技术的流失、创新能力的匮乏、金融体系脆弱、经济结构和发展方式陈旧以及人口老龄化等问题是落入"中等收入陷阱"的主要原因。从日本、韩国、中国台湾的情况看,经济转型成功升级、贫富差距相对较小、重视教育与科技创新等经验是成功跨越"中等收入陷阱"的重要内容。分析教训,总结经验,结合国情,中国成功跨越"中等收入陷阱",应重点从以下五方面进行:推进科学有序城市化,释放经济发展源动力;取得自主创新大突破,增添经济发展新动力;建设新农村扎实有效,筑牢社会稳定国内基石;做好军民融合大文章,筑牢社会稳定国际基石;健全宏观审慎监管框架,防范系统性金融风险。From the Latin American countries and Southeast Asia countries, the core technology and innovation ability, lack of the loss of a fragile financial system, old economic structure and development mode, and population ageing are main reasons of ＂middle -income trap＂. From the perspective of Japan, South Korea and China＇s Taiwan region, the successful transformation of the economic transformation, the relatively small gap between the rich and the poor, and the importance of education and scientific and tech- nological innovation are important elements of a successful leap across the middle - income trap. By analy- zing lessons, summing up experience, and combining national conditions, China＇s successful overcome of the middle income trap should mainly follow 5 aspects： to promote scientific and orderly urbanization to re- lease the driving force of economic development, to make big breakthrough in independent innovation to add new impetus to economic development, to build new solid and effective rural construction to strengthen a strong domestic stability foundation, to integrate the military and the people to build international founda- tion of social stability, and to perfect the framework of macro prudential supervision to prevent systemic fi- nancial risks.
