New publishing mode and guarantee conditions of academic journals

摘　　要：【目的】构建学术期刊出版新模式,以适应信息化社会学习研究活动的特点,更好地提供信息服务。【方法】运用文献研究和逻辑分析方法,探讨学术期刊各出版环节和出版要素的变革、保障措施和需要解决的问题。【结果】学术期刊出版过程的调整要突出传播的时效性,出版内容要体现对知识的再加工和增值利用,以深度数字化的全媒介出版为出版形式,充分利用新媒体技术提高发行有效性。该出版模式需要立体式网络平台、专业的人才队伍和一定的经费作为保障,并需处理好大型数据库和自主传播、内容和渠道、各媒体之间的关系及相关知识产权问题。【结论】新的出版模式可以满足当前人们对信息获取速度和方式的需求,有利于人们整合碎片知识,建立知识链接,搭建知识体系,开展学研活动,也有利于我国学术期刊更好发展。[Purposes] This study aims to establish a newpublishing model of academic journals in order to adapt to the characteristics of academic learning and research activities in the information-based society,and to provide better information services. [Methods] By means of literature analysis and logical analysis,we discussed the changes and innovations in each publishing period and publishing element of academic journals,safeguard measures,and problems to be solved. [Findings] The academic journals should emphasize the communication timeliness in the adjustment of the publishing process. The publishing contents should reflect the reprocessing and value-added utilization of knowledge. Deep digitalized all-media publication should be taken as the publishing form,and newmedia technologies should be fully used to improve the publishing effectiveness. The publishing model needs three-dimensional network platform,professional staff,and funds as a guarantee; and the relations between large databases autonomous communications,between contents and channels,between medias,and related intellectual property issues should be handled. [Conclusions]The newpublishing model can effectively meet the current needs of the speed and methods of information acquisition,and offer better help for people to integrate fragmentation knowledge,establish knowledge links,build knowledge systems,carry out research activities,and also promote the development of Chinese academic journals.
